I have done some test fews days ago, try this use this shape:

Job
{
  ...
    ClientRunBeforeJob = "cmd /k c:\\programmi\\bacula\\scripts\\before.bat"
  ...
}

Important things:
- "cmd /k"
- doubled slashes "\\"
