Well, it turned out to be a bad upgrade from Centos 4.5 to 4.6 that left 
double versions of lots of things installed.  I did a "yum groupremove 
Development Tools" (which, incidentally also removed yum!!!), then 
scrambled to remotely reinstall yum, then "yum groupinstall Development 
Tools".  After that, the 2.2.8 source rpm built cleanly.

Sorry for the false alarm!
