If you are running bacula 2.2.x , bacula will purge the volumes only
if absoulte necessary. With bacula < 2.2.x you were able to 'trigger'
pruning with the 'status dir' command. In 2.2.x this is not possible
anymore. If you've set retention times and other relevant settings
correct bacula should recycle the volumes when needed and no other
volume is available.
