  As Kern explained in Bacula manual, it will first look for purged or
append Tapes to maximize data saving. Tape Daily-001 to Daily-005(all tapes)
would have to be marked as 'Used' for Bacula has to recycle one tape for
using.
  Try that, in the same scenario, mark Daily-005 as Used and see what Bacula
does.

By the way, doing what Attila said would solve your problem, but it´s not
complete necessary, just easier to manage.
