Bacula will do a FULL when it finds no previous FULL. Check
out:http://www.bacula.org/rel-manual/Configuring_Director.html#SECTION00
1430000000000000000 and look at the 'level' explanations.  Check you
past backups to see if they completed or if they are present...

  I have the following schedule:

Schedule {
  Name = "WeeklyCycle"
  Run = Full 1st-5th sun at 23:05
  Run = Incremental mon-sat at 23:05

  Last night it did a Full backup, not a Incremental.  I am running
version 2.2.4.
