That all sort of makes sense. However, I would question either the 
reboot procedure or the hardware manufacturer. My library is a totally 
different sort. It is a Sony LIB-162A5BBLE. The instructions regarding 
shutting it down or "rebooting" it are very specific about the 
procedures. I have to initiate a shutdown from the front panel. It 
secures everything (ejects tapes, repositions physical components) and 
then gives me the go ahead to power it down. At that point I can flip 
the power switch on the backside.

If Quantum/HP suggest/allow simply powering things off and result in 
tapes being messed up, or if their shutdown procedure fails to eject 
tapes, then that is just wrong. It's good that they tell you now, so you 
have a safe workaround, but that should be built in to standard 
operating procedures.
