The default location is
C:\ProgramData\Bacula\bacula-fd.conf

I couldn't find where to put it.
I think my mistake was I tried to manually edit and place the conf
file, as I had done in XP. In the Vista Installation, if you go
to the start menu, then to: 

Bacula> Configuration> Edit Client Configuration
then edit the file in that manner, it automatically places it in the
correct location. I had to stop and restart the service, and all was
well.

I imagine a copy gets installed someplace when you install Bacula. I'd
put it wherever I found it after install. Does that not work?
