Debian will not upgrade the software to a different release on a released OS (ie stable and oldstable). At best, they (whoever manages the package) will backport the fixes to the 'current release'. (ie if you have MySQL 3 in a release and there's a security issue in 3, 4 and 5, they will backport the fix to 3 and upload a patched version of 3 to the stable repository.) I guess this paragraph here applies: http://www.debian.org/doc/developers-reference/ch-pkgs.en.html#s-upload-stable I guess if the release team gave their go-ahead, you could get a newer version in (if I interpret this correctly) but that's just my guess. unstable can take the new release at any time, testing will inherit it as soon as it passes all the required tests (dependencies OK, no bugs reported, ...).
