In the strictest sense, that's true.  However, if you're concerned about doing
recovery testing, it's absolutely something you want to test out at least once
or twice.  If you've lost the catalog, bscan is your best bet to bringing
Bacula back up and running.

The other scenario you might want to use it in is to do restores off of tapes
that have been pruned from the catalog.  I just had to do this myself recently.
