Also use ethtool or vendor-provided low-level NIC utility to check if the card is indeed configured at 1MBit/s duplex mode and that RX/TX flow control is enabled (if available). Been there seen that, sometimes routers just drop speed or loose duplex mode on random ports out of the blue.
