Right. That's how Bacula works. Think of volumes like tapes - Bacula
can not change the tape label because that should match with the label
on the cartridge.
This is one of the reasons why I prefer to let Bacula handle the
volumes, so I do not need telling names. Whenever I need to find
volumes with data from a certain client, I can use a query in bconsole.

If you really need that, you'll have to use dedicated pools per client.
