Not automatically, but there are ways to approach this problem.

Yes, most probably. I'm not in contact with any, but I got the 
impression that some people do use Bacula for Netware volumes.

You should at least try Bacula. I'm quite sure that it's possible to 
do a lot of what you need. Perhaps not everything NetBackup offers, 
but, also perhaps, the things you need.

Not like some other open source projects, i.e. the Bacula project is 
absolutely independent of any commercial enterprise, but there are 
companies and people offering paid support. (I, for example.) Look at 
the project web site under professional support.

Well, personally I do like to use Bacula, and my experience indicates 
that it's suitable for an organization of your size. The Netware side 
would need some work.

With the data you provide, I wouldn't want to recommend any software - 
I don't know your needs well enough for that. Typically, the big and 
well-known Backup software packages* have their own problems and there 
are people who say that none of them holds everything the marketing 
people promise. So, I'd say Bacula can compete with them (when 
considering what you *really* need), but is effectively less 
expensive. You'll spend some money on consulting, but you won't need 
to pay licenses for your 100 servers plus database agents plus...

IBM's TSM is the only backup package that I haven't heard bad things 
about, but that might be because it's
a) used less frequent than the other ones, or
b) is managed by people who *really* know what they do.
Both of it might be due to the price tag attached to it ;-)
