In fact, I don't quite understand your problem now... it seems that, even if you've got lots of usable (i.e. "Append") volumes available you want to recycle other volumes. That's not how Bacula prefers to work. If you want to make sure that Bacula tries using whatever is loaded in the tape drive, "Recycle current volume" might help you, but should be used with care.
