I can not confirm this, I also use 1.38.11 on 64bit and 32bit systems. I restored a large 64bit oracle database to a 32 bit system without a problem, at least there where no problem with bacula. Oracle had more, but solveable problems....
I think there must be some other thing in your environment that does not work as expected.
