Hmm... the manual says I am right :-) But I admit there are some other factors that can influence the recycling algorithm - tapes in the autochanger are preferred, for example, IIRC. Also, I'd say that Kerns recent reports on recycling improvements indicate that, until now, volumes were purged more aggressively than strictly necessary. In my experience, once Bacula started purging volumes, it purged all expired volumes, not only the one it would use later. I skipped these details to not add to any existing confusion.
