That's the way Bacula works... it will only start a job when media for 
it is available.

Ah, I see your point... keep in mind that Bacula is not Amanda (spooling 
vs. holding disk).

What you probably need is not spooling but a disk to disk to tape 
backup, i.e. migration in Bacula.
