I hate to be pedantic here, but the way to fix a system that is waiting for an appendable volume, you give it an appendable volume. You've said absolutely nothing of your config so no one can tell you what you're doing right or doing wrong. Your solution, though, seems flawed -- if you want a maximum number of volumes in your pool for a reason, increasing it to solve a transient issue would seem to be a weak policy.
