Problem solved! bacula-fd.conf is installed under c:\documents and settings\all users\application data\bacula instead of c:\program files\bacula. So in order to run bacula-fd you should allow bacula user to read all users\application data\bacula directory and its contenent. In this way it work also under win2000Server.
