That is normal as the recycling/pruning process is triggered only when Bacula looks for a volume. Pruning does not take place after the retention times are expired but only when needed. (This is to make sure your data is available as long as possible.) This means that, as long as unused volumes are available or can be automatically created, no recycling will take place.
