Ok, I've finally gotten my XP 64bit system to backup. I still have some
debugging to do to figure out:
a) If the problem is permanently resolved or I just got lucky on my full
backup last night
b) What I did to resolve the issue

Here are the steps that I ran through just prior to getting the backup to
work:
1) I tried setting the Maximum Network Buffer Size = 32768 in the
xpclient-fd.conf file and I still had a problem. The backup would start
copying files immediately, but after about 14 GB's, it would just stop. No
network activity and no hard drive activity. It would stay that way, with
occasional communication between the -sd and -fd for more than 10 hours.
2) I halved that value and still, no difference.
3) At this point, I decided to try a different network card. My Asus
A8N32-SLI Deluxe motherboard has two Gig-e cards, an nVidia nForce4 SLI and
a Marvell Gigabit.

I had been using the nVidia card up to this point. I changed over to the
Marvel. Before I rebooted, however, I checked my Windows Event Log and
noticed a consistent error whenever the system booted stating that
GearAspiWDM.sys failed to load. I did some digging and found where people
had had trouble with this driver on their 64bit systems. I removed it,
rebooted, restarted the full backup and...

I averaged 8 MB/s and finished a 91 GB backup in 1 hour 50 minutes.
Interestingly, the local backup of the server was 49GB's and took 3 hours.

I'm going to try setting the Maximum Network Buffer Size = 32768 and retry
using the Marvel card to see if it still works. If so, either the nVidia
card is acting up or that GearAspiWDM.sys driver was dorking things up.

I read through the Windows Version chapter and didn't find anything, then
did a search for "Maximum Network Buffer Size" in the manual and found the
portion that you referenced:

"On systems where the transfer rates seem abnormally

Storage daemon."

I couldn't find any examples where this is actually used (even Googled for
it), so I have a couple questions:

1) Since I have to add this to the Storage Daemon, does that mean I have to
add this to the File Daemon config files on each machine (even the Linux
ones) or just the Windows system?

2) Is this how it should look:
In bacula-fd.conf
FileDaemon {
  Name = winxp64-fd
  FDport = 9102
  Maximum Network Buffer Size = 32768
  .......
}

In bacula-sd.conf
Storage {
  Name = fedorasys-sd
  SDPort = 9103

Read the Win32 chapter of the manual. It has a number of possible remedies
for 
this problem -- I suspect that you are getting hit by a network buffer that 
is too large for your Win32 ethernet card.
