Two reasons depending on the details of your setup:

1. Bacula is too stupid to figure it out.
2. Figuring out what will be the next Volume is too complex.

Nothing went wrong, Bacula just did not have the info.  It will use the proper 
Volume when the job runs, providing your conf is correct.

If I am not mistaken, Bacula version 2.0.x does a much better job of figuring 
out what the next tape will be ...
