Well... interesting point, in fact.

Theoretically, you could have volumes with identical names in different 
pools.

I could even find lots of reasons for doing so, but I know one good 
reason for not doing it. I never tried it, until now... see below.

I'm deleting volumes all the time :-) and back to 1.36 I never had to 
give the pool name. I really don't know why you have to.

Ok, trying volumes with identical names in two pools now.
1. You can not effectively try it with only one disk based storage 
device because the disk files get the name of the volume and you can't 
have identical file names in one directory :-)
2. I don't have spare tapes left - added to shopping list :-)
3. It seems like a 1.39.20 SD doesn't talk 2.0.2 language... at least 
creating volumes doesn't work.
4. I don't have another file storage device in the network.

Someone else should continue this - I would need a writen test plan of 
at least 10 pages, I guess ;-)
