Bacula automatically will move tapes from the Scratch pool when it needs a tape for a pool and there are no appendable tapes left in that pool. For my autochanger when I add some new tapes I run label barcodes and set the destinaton pool to be the scratch pool. Then bacula finds the unlabeled tapes (I still have labeled ones in the changer) and labels all of them and sends them to the Scratch pool.
