Potential off-topic-ness here... What if there were a Fileset options  
directive similar to "verify" which would apply for non-Full Backup  
jobs instead of having individual options like "mtimeonly"? So  
"diffcriteria" (or some other name) would by default would be mc for  
st_mtime and st_ctime. If necessary it could be overridden to cause  
the File Daemon to compute and compare a hash, etc? Probably an  
option you wouldn't want to mess with too much, but for certain  
groups of files it may be handy.
