My snappy answer is : consult your documentation.  It should have 
been installed with your software.

Which led me to an idea: keep the docs for previous versions online 
and available.  Getting there might lead to a small project.  Watch 
this space...

But failing that, I downloaded the doc tarball for 1.38.11 and 
consulted the above mentioned page.  Yes, it is there.
