I suspect that you have two Catalog resource definitions, so
tray-monitor gets 
confused.   Either remove one of them and it should work, or upgrade to 
1.39.32.  In upgrading to 1.39.32, it will automatically use the first 
Catalog resource it finds, and for it to work, you must add a
"CatalogACL 
xxx" where xxx is the name of that catalog resource.

Neither solution is 100% satisfactory, but that is the best we can do
for now.
