My LTO-2 drive gets something between 35 and 45 MB/s when doing a local backup (dir/fd/sd on the same machine), and sometimes reaches 55, but it's rare. The drive is fine, just the RAID array can't sustain the maximum transfer rate. You'll only get the advertised speed if your disk and network can feed data to the tape drive fast enough.
