I think you'll first have to specify (to yourself) in exact terms
what you mean with "every six month", like:

I guess you mean "tapes that have already been written into"?
If this is what you mean, you can limit number of jobs that will be
written into a single volume (once?), or the allowed time to write
into a volume since the volume was written into for the first time
(anything from less than 1 day to 5.9 months), for example.

I propably would use the latter one, set it to eg. 1 day. This way
you can run any number of jobs in your "once in 6 mo" set as
long as they'll finish in a total of 24 hours. After this period expires,
Bacula won't write again into the same volume.
