This is documented "feature" of the released versions - you can't restore windows files to linux machines unless you have set portable=yes in the fileset options. The current development version can restore in this case, btw. Either wait for 1.40 to be released, use 1.39 beta versions, or rstore to another windows machines - that's your options now.
