Hmm. You might consider giving the slot number to label. Or it might be that, inside mtx-changer, the wait time after loading a tape is too short (quite common, I think). The best way to dal with this is, in my opinion, to use the wait_for_drive function (possibly modified for your system). Finally, it *might* be a permissions problem.
