I know this doesn't answer your first question, but the answer to your
second question is "Yes, I just do them on the first Friday of the
month."
I don't know for sure, but I don't think Bacula supports "last" in any
way. It can be pretty tricky to calculate that, since months and weeks
are so screwed up in the way they relate to each other.
