Outstanding! This plus the encryption support make Bacula a serious
enterprise contender. 

Next step: automatically triggering migrations on exceeding pool
thresholds...8-) Would it make sense to start thinking about separating
scheduling into a different daemon from the director, eg, allow the
director to continue coordinating status and job dispatching, but have
an new external process monitor thresholds and/or determine what jobs
should be run next? 

I haven't thought through this much, but there seems to be an
interesting opportunity here.
