Yes, the Level, Client, and FileSet are ignored since it is not really doing a 
backup but doing a "copy" or a "move" of pre-existing data.  Those parameters 
must however be specified simply because it is a Job resource and the conf 
file scanner doesn't make a special case for Migration jobs.
