I tried to find 1.36.3 fd for win32 but I haven't seen any out there. I think it would be easier to role the fd's back rather than update the director. Anyone know where I can find the older fd's for win32?

Normally trying to run 1.36 and 1.38 components together will only work in certain very restricted cases, and it is not advised. The Win2003 server platform has always been somewhat problematic no matter what version.
