Not quite: There is a separate spool directory for each storage device (tape drive). If you wish to make them completely separate you would need to make each of those directories a separate filesystem mount. Personally I don't bother, just using 2 striped 300Gb disks to make a 600Gb common spool area under /var/bacula/ (If I need more spool space then striping more drives is trivial).
