If you are comfortable using Regedit then

1)      Go to HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Bacula

2)      Right click DependOnGroup and select Delete

The dependency in Bacula is bogus anyways.  The File System group is
guaranteed to be started before user-mode services.

It is bizarre that they tie the CDROM service to the File System service.

To the best of my knowledge, the only way to change this is to modify a
string in the source code and rebuild the FD. I'm not a Windows expert
though ...
