That's the problem with applying a WMRM concept to WORM media.

I don't really see the problem with bypassing the pre-labeling on
append only media.  The concept of pre-labeling it, then re-labeling
it the first time you use it, doesn't really tie up with their
append only nature.

You could still do it with re-writable discs.
