the other volume that was already InChanger=1 for hat slot

want by modifying the database directly in mysql to set all
Media InChanger=1.

This just seems broken to me, though.  Bacula should
automatically check what tapes are currently in the loader
every time it runs a job.  Why doesn't it do this?
