It's this directive in the Job section:
Storage = FileStorage
If I'm not mistaken, you are sending the backups to disk and to tape.
Change your Storage directive to point to Overland instead of
FileStorage and see if that doesn't fix it. If I am missing
something, kindly point out the error!
