Yes, RPM permissions on SQLite are screw as well.  After make_bacula_tables you have to 'chown bacula:bacula /var/bacula/*'

Along with the bacula-fd you should see bacula-dir and bacula-sd. If you don't that
most likely means that there is a problem with your configuration files (.conf)
which should be in /etc/bacula/ . It could also be a problem with your database. But
the one thing that makes me believe this is not the case is the bacula-sd is not
running and I do not believe that it a makes direct connection to the database.
