AFAICT Bacula can either recycle the entire volume or none of it. I recommend splitting the space up into several volumes and allowing Bacula to rotate through them as it finds the data is pruned. i.e. instead of a single 70G volume, make 7 10G volumes. When all the data in one volume has been pruned, Bacula will recycle it.
