Some important information is missing...

How are the storage devices defined in the DIR configuration? The error message inicates that the DIR tries to contact the storage device named DDS-3 on SD 10.9.0.13, but the configuration you give below doesn't tell from which servers it is.

I suggest you re-check that the storage definitions in the DIR config use unique names, point to the right SD machines, and that, in the SD configurations, the storage device names correspond to what you have in the DIR config.
