For every fourth week, why can't you use w01,w05,w09,... ? It may take a bit 
of typing if you want something done every other week, but that doesn't seem 
to me very hard, and using such a description avoids the complication of the 
fact that every fourth week has absolutely no meaning unless you introduce 
the concept of a start date.
