this is a purely informational message and you don't usually want to
prevent this from happening. "Waiting to reserve a device" is the status
that happens when a job needs to wait because the devices it could use
are all busy.
If you want to avoid the mail message, you might try to disable
informational messages in the messages resource, but this will affect
other messages, too.
