The catalog ACL problem should have been corrected with the 1.38.6 beta 
patches.  Apparently it was not.

Two suggestions:
- Send your emails to the bacula-devel list.
- Re-explain your problem (as I have not read all your previous emails in 
detail), but keep it simple. What I need to understand the problem is 
something like the following:

  I have defined a restricted console with the following ACLs:
    ...
  When I attempt to change the catalog with command "xxxx", I get
   the following output:
    ...
  It should be:
    ...
