AFAIK, there is no current difference between Archive, Disabled and Read-Only
because they refer to unimplemented features of Bacula.

However, bscan marks volumes as Archive "to keep them from being re-written"
according to a comment in the code, so it it probably safe to use Archive for
your monthly tapes in the current version.
