Does anyone know where? I looked before asking this question, mainly at the FileSet definition, and turned up nothing other than info on hard links. There is no similar information for soft/symbolic links, and no mention of it in the index.

This is correct, Bacula does not follow symbolic links by default.  (If
memory serves, it can be can be instructed to do so.  Check the manual.)
