Most likely the File records were pruned.  Recently on this list, I explained 
that in such a case, you have 3 choices:

1. bscan the Volumes
2. Build a bootstrap file by hand from the Job record see my previous email 
for the *rough* details.
3. Upgrade to 1.38.2, which will detect that there are no file records and ask 
you if you want to restore the whole job.  If you respond yes, it does the 
above item 2 for you ...
