First, a hint on getting help.  Please read the support page on the Bacula web 
site.  It indicates the kind of information we need to help you ...

Second hint, it is not possible to answer your question without knowing what 
version of Bacula you are using because the algorithms used in 1.36.x and 
1.38.x are *totally* different.  So, please tell us what Bacula version you 
are using.

Third hint, it would be really helpful to see the output from a job that is 
blocked ...

Fourth hint, it would be even more helpful to see a "list volumes" so we could 
verify that there are volumes available that are in the changer (and marked 
so in the catalog).

Fifth hint, I only give so many hints to people in Switzerland :-)
