Second hint, it is not possible to answer your question without knowing what version of Bacula you are using because the algorithms used in 1.36.x and 1.38.x are *totally* different. So, please tell us what Bacula version you are using. Third hint, it would be really helpful to see the output from a job that is blocked ... Fourth hint, it would be even more helpful to see a "list volumes" so we could verify that there are volumes available that are in the changer (and marked so in the catalog).
