I just checked and that file is with the package
linux-headers. This  is normal to emerge headers that
are less than your kernel version.   I have the same
version installed on many of my systems. 

BTW. if it was emerging gentoo-sources-2.6.11 that
would not be a problem as the emerge only unpacks the
files in the /usr/src folder.
